Tvarka.health terms of use and service ordering

These terms apply to the website and the functions you use.
1. Platform and healthcare provider. Tvarka.health is operated by Socialiniai algoritmai, UAB, company code 304068578, M. Valančiaus g. 1A-21, LT-03155 Vilnius (Operator). Healthcare is provided by Medicinos stebuklas, UAB, company code 124092339, Saltoniškių g. 29, LT-08106 Vilnius, healthcare licence No. 2074, or another licensed institution identified in the order (Provider). The Provider is the seller of the medical service. The Operator supplies the platform and acts as the Provider’s disclosed intermediary. 2. Scope and formation of contracts. These terms cover the website, patient account and services ordered through Tvarka.health. The service page and order identify the available service, Provider, price and consultation terms. You enter into the platform contract by accepting these terms during registration or ordering. You enter into a contract for a specific healthcare service with the Provider when you confirm and successfully pay for the order. You can save the order confirmation and the applicable version of these terms. Viewing public information or subscribing to updates does not create a treatment contract.
3. Identity and representation. You confirm your identity using Smart-ID, Mobile-ID, an identity card or another method offered by the platform and recognised by the Provider. You may then sign in with a passkey linked to your verified identity. You act for another person through your own account when entitled to represent them. Representation is checked against e-sveikata information and, where needed, other evidence. Patients aged 16 or over decide on their own healthcare, subject to statutory exceptions. Parenthood or payment alone does not give access to another patient’s complete health information. Consent and representation for younger patients follow patient-rights legislation.
4. Scope of services. The Provider delivers services covered by its licence. The consultation method depends on the patient’s needs, the doctor’s assessment and applicable law. The doctor decides on tests, treatment, prescriptions, referrals and other documents. A sick-leave certificate may be issued when the legal conditions are met. The scope of the service and restrictions on medicines or documents are shown before payment. If an examination in person is needed, the doctor explains the next steps. Call 112 if a life is in danger or urgent assistance is needed.
5. Price and payment. You see the final price, Provider and order details before payment. Services are paid upfront. A doctor starts reviewing the request after successful payment. Additional tests or other paid services require your confirmation of their price and payment before they begin. Payment is accepted for the Provider through the payment service provider. The invoice identifies the Provider selling the service. Insurance reimbursement depends on your insurance policy; we supply the supporting documents at your request.
6. Cancellation and refunds. You can cancel for a full refund until a doctor opens your request. If the doctor declines to provide the ordered service, an automatic full refund is initiated without an administration fee. Once the service has started, cancellation or non-attendance is governed by the terms shown before ordering and mandatory law. If a Provider or platform failure prevents delivery, you can choose another appointment or a full refund. Your bank or payment provider may take time to credit the funds. A medically justified decision not to prescribe a requested medicine does not, by itself, mean that a completed consultation was not delivered or was defective.
7. Remote consultation. Before the consultation, you provide your concerns and relevant health information and confirm consent to receive a remote consultation. The doctor discusses the information with you by telephone, video or audio connection. Before submitting consultation documents to e-sveikata, the doctor confirms that the conversation took place. Ensure a reliable connection and a private setting. The patient and doctor participate, together with a patient representative where permitted by law. Consultation audio and video are not recorded. Patient-provided text, photographs, documents, messages and the doctor’s entries may form part of the consultation record.
8. E-sveikata and documents. Through Tvarka.health, the Provider obtains ESPBI IS information needed for the service and submits the medical documents required by law. This may include identity and representation details, medical conditions, allergies, vaccinations, tests, prescriptions, dispensing, referrals and earlier visits, to the extent needed for the service. Access is exercised on behalf of the Provider and within its permissions. The responsible professional approves the content of medical documents. You can obtain copies and explanations through your account or by contacting the Provider. Sick-leave data are handled through Sodra’s system. The privacy policy explains the grounds for this processing.
9. Repeat consultation orders. A prescription-renewal order clearly identifies the automatic repeat-order feature, its fee or pricing method and payment terms. By confirming that order, you authorise the next consultation and payment using your saved payment method under those terms. You can switch the feature off for one medicine or all medicines. The doctor makes a fresh prescription decision each time. The Provider assesses current prescription and dispensing information to estimate when the next order is needed. We notify you of the payment. If the agreed price or payment terms change, you confirm the new order before payment. Membership and ongoing programme terms are also supplied before ordering.
10. Information you provide. Give accurate contact details and relevant health information known to you. Tell the doctor about medicines, allergies and changes in your condition. Protect your identity credentials and contact the Operator promptly if you notice unauthorised access. The doctor explains proposed treatment and answers your questions. You choose your pharmacy and how to obtain medicines. Do not publish clinical information in the public website’s search field or public comments.
11. Public content and platform protection. Medicine, condition and professional directories provide general information based on the sources and dates shown. A professional’s directory listing does not, by itself, mean that they provide services through Tvarka.health. Booking availability indicates whether a service is offered. You may share links and quote content with attribution to Tvarka.health and the page; third-party rights remain intact. Public indexing follows robots.txt. Bypassing access controls, unlawfully collecting personal data or disrupting the system is prohibited. Access may be restricted proportionately to address a security threat. We explain the reason when doing so would not harm security or an investigation. The right to obtain medical records remains.
12. Responsibility and contact. The Provider is responsible for its healthcare and medical documents. The Operator is responsible for its platform service and its own data-protection duties. These terms preserve mandatory patient and consumer rights. Contact [email protected] about the platform; we respond to consumer claims within 14 days. Contact [email protected] about Medicinos stebuklas, UAB services; patient complaints are examined within 20 working days. State the circumstances, requested remedy and information needed to confirm identity and representation. We forward matters concerning another participating Provider to that Provider.
13. Disputes and changes. Unresolved consumer disputes about the Operator’s service may be referred to VVTAT (vvtat.lrv.lt). After the Provider has examined a complaint, or failed to respond in time, healthcare accessibility or quality complaints may be referred to the State Accreditation Service (vaspvt.lrv.lt). Compensation for harm to health follows the procedure before the Commission for the Determination of Damage to Patients’ Health. The right to go to court remains. Lithuanian law applies, preserving any mandatory protection applicable to the consumer. We notify you of material changes and present them for acceptance before a new order. Terms of an already paid order are not changed retrospectively. The Lithuanian and English texts serve the same purpose; discrepancies are interpreted by reference to the Lithuanian text without limiting mandatory rights.
